In 1934, spurred by public outrage, the government introduced an anti-lynching bill, which ultimately was defeated.  This film depicts the result of that vote. White townspeople watch as a young, black, woman awaits to be lynched.  She screams as they drag her to the noose.  Chaos ensues when the rope breaks and the condemned black woman escapes into the water below.  Small town intolerance is thwarted as fate intervenes and becomes the final judge.
